After registering a domain name, there are three types of domain name changes that domain name holders need to be familiar with and understand: changing the domain name holder when trading, changing the contact information provided during domain name application, and changing the domain name registrar.

1. Domain Name Holder Change

A domain name holder change, also known as a domain name transfer, refers to the transfer of a domain name registered by the domain name owner to another person. This also applies to transferring a personal domain name to a company.

For a domain name transfer, the transferor must submit a domain name transfer application form, stamped with the official seal of the applicant or notarized, and proof of identity to the domain name registrar. Within three business days of receiving the transfer application, the registrar will approve the domain name and grant it operational status.

Note: If a domain name has already been registered, it is recommended to cancel the registration with the local domain name registration authority before making the change.

2. Domain Name Registration Information Change

If any registration information other than that of the domain name holder changes, the domain name holder must apply to the registrar for a registration information change within 30 days of the change. When applying to change registration information, the applicant must submit the domain name change application materials using the change confirmation method selected when applying for domain name registration. The change will be implemented after approval by the domain name registrar. The domain name registrar must submit the changed registration information to CNNIC within three business days of receiving the domain name holder's changed registration information. A domain name registrar may not change a user's registration information without the domain name holder's consent.

3. Change of Domain Name Registrar

The previous domain name registrar (transferor) must provide the domain name holder with the correct transfer password within three business days of receiving the domain name holder's valid change application materials and may not charge the domain name holder any fees for this change. If the transferor fails to provide the transfer password or provides an incorrect transfer password within three business days of receiving the domain name holder's valid change application materials, CNNIC may directly change the registrar.

The new domain name registrar (transferor) must submit a change request to the China Internet Network Information Center after receiving the domain name holder's application to change the registrar.

The transferor and transferee must retain the domain name holder's valid application materials for changing the domain name registrar. Upon CNNIC's request, the transferor and transferee must provide the corresponding application materials.

Upon receipt of the transferee's change request, CNNIC shall notify both the transferor and the transferor in writing (including electronically). If the transferor explicitly agrees to the change, or CNNIC does not receive a response from the transferor within five business days of issuing the written notice (including electronically), CNNIC will change the registrar.

If the transferor rejects the change request, the transferor shall promptly notify the China Internet Network Information Center and the transferee in writing (including electronically) and state the reasons for the rejection. If CNNIC receives the following reasons for refusal of change from the transferor, the domain name holder's application process for this change will be terminated. If the reasons for refusal provided by the transferor are not among the reasons for refusal listed below, CNNIC may implement a change in the domain name registration service agency: the domain name has been registered for less than 60 days; the domain name is less than 15 days away from its expiration date; the domain name is in arrears of registration fees; the identity of the domain name holder is unclear or there is a dispute; the domain name is being processed by a judicial institution, arbitration institution or domain name dispute resolution institution. After updating the database and changing the registration service agency information, CNNIC will notify the transferor and transferee in writing (including electronic form). After the change of the domain name registration service agency is completed, the transferee shall pay CNNIC one year's domain name operation fee. The use period of the domain name will be extended by one year based on the original use period.
