After registering a domain name, there are three types of domain name change operations that require familiarity and understanding as a domain name holder: using the contact information provided during the domain name change application and changing the domain name registrar.
1. Domain name holder change, also known as domain name transfer, refers to the transfer of a domain name registered by the domain name holder to another person. This also applies to changes in personal domain names to company names.
For domain name transfers, the transferor must submit a domain name transfer application form, stamped with the applicant's official seal or notarized, and proof of identity to the domain name registrar. Within three business days of receiving the transfer application form, the registrar will approve the domain name change and commence operations.
Note: If the domain name has already been filed, it is recommended that you cancel the domain name with your local registrar.
2. Domain Name Registration Information Change
For changes to domain name registration information other than a domain name holder change, the domain name holder must apply to the registrar for a registration information change within 30 days of the change. When applying for a registration information change, the applicant must submit the domain name change application using the change confirmation method selected when applying for domain name registration. Upon approval by the registrar, the change to operations will proceed. Domain name registrars shall submit the changed registration information to the China Internet Network Information Center (CNNIC) within three working days of receiving the domain name holder's changed registration information. Domain name registrars may not change a user's registration information without the domain name holder's consent.
3. Domain Name Registration Services Before the Change
The domain name registrar (transferor) shall, within three working days of receiving the domain name holder's valid change history application materials,
provide the domain name holder with the correct transfer password and may not charge fees to the domain name holder. If the transferor fails to provide the transfer password or provides an incorrect transfer password more than three working days after receiving the domain name holder's valid change application materials, CNNIC may directly change the registration.
After a domain name holder changes, the domain name registrar (transferor) shall submit a change registration request to the China Internet Network Information Center (CNNIC) upon receipt of the domain name holder's domain name change application.
The transferor shall retain the domain name holder's valid application materials for domain name registration services changes. Upon CNNIC's request, the transferor and the transferee shall provide the corresponding application materials.
Upon receiving the transferor's change request, CNNIC shall notify the transferor and the transferee in writing (including electronically). If the transferor explicitly agrees to the change, or if CNNIC does not receive a response from the transferor within five business days of the written notification (including electronically), CNNIC will change the registration.
If the transferor rejects the change request, the transferor shall immediately notify (including electronically) CNNIC and the transferor and state the reason for the rejection. If CNNIC receives the following reasons for rejection from the transferor, the domain name holder's change application process will be terminated. CNNIC may proceed with the domain name registration change if the reasons for rejection provided by the transferor are not among the following: the domain name has been registered within 60 days of the change; it is within 15 days of the expiration date of the domain name; the domain name registration fee is in arrears; the identity of the domain name holder is unknown or disputed; the domain name is currently being processed by a judicial institution, arbitration institution, or domain name dispute resolution agency. CNNIC will notify the transferor and the transferee in writing (including electronically) after updating the database and changing the registration information. After the domain name registration service change is completed, the transferor shall pay CNNIC one year's domain name operation fee. The domain name validity period is extended by one year based on the original validity period.
